CONSTITUTION AND BY-LAWS

 

CLEVELAND INDUSTRIAL GOLF LEAGUE

 

Founded by Edward C. Knuth and E.F. Russell, 1933

 

CONSTITUTION

 

ARTICLE I -- Name

Section 1. CLEVELAND INDUSTRIAL GOLF LEAGUE ("CIGL"), a non-profit organization.

ARTICLE II -- Purpose and Scope

Section 1. The primary object of the CIGL is to promote and foster the principles of good fellowship, true sportsmanship and healthful recreation among industrial, commercial and governmental organizations of Greater Cleveland in the sport of golf, in accordance with the Constitution and Standing By-Laws.

ARTICLE III -- Membership

Section 1. Membership in the CIGL shall consist of all active members who have qualified and complied with the rules and regulations of the Constitution and Standing By-Laws.

Section 2. Active members shall consist of males above the age of 18 who are patrons of golf.

Section 3. The right to vote, eligibility to hold office and all assets and property of the CIGL are vested only in the active members in good standing.

Section 4. To compete in the CIGL teams must have a roster of at least eight players. A new player will:

  1. Submit a handicap (the handicap will not increase for the first 5 rounds, but will be reduced immediately as calculated by standard CIGL/USGA methods) or
  2. Submit a current, established handicap card with 20 scores, or
  3. if a former CIGL member, use his old 20 scores at team captain's discretion instead of option a), if that handicap is not more than two seasons old.

In b or c handicap will be calculated by the standard 20 scores process.

Section 5. Any member of the CIGL is eligible to participate on another team if player meets one of the following criteria:

  1. Player has been a member in the league for one or more years and player's current team is disbanded.
  2. If a company or sponsoring organization backs more than one team, a player may be allowed to move to the other team sponsored by that company before the season begins. The above roster changes are subject to approval by a majority of the Team Captains.
  3. A player, inactive for at least one year, shall be considered a new player and eligible to join any team.
  4. A current player may leave an active team by going into a player pool.

Section 6. All new and individual members must be approved by a majority of the Team Captains.

ARTICLE IV -- Elections and Nominations of Officers

Section 1. Each year at the first Captains Meeting there will be elected a President, Vice-President, Secretary and Treasurer who will hold office for one year or until a successor is elected. A majority vote of Team Captains and Board of Directors is necessary for election.

Section 2. The president will appoint a nominating committee of at least three members who will recommend a slate of officers to the Board of Directors at the annual Winter Meeting.

Section 3. Nominations will be accepted from the floor either at the Winter Meeting or the first Captains Meeting.

 

ARTICLE V -- Duties of Officers.

Section 1. The President will preside at all regular or special meetings and will be responsible for the appointment of all non-elected offices, committees and person(s) to be responsible for scheduling play for the following year.

Section 2. The Vice-President will preside at all regular meetings and special meetings in the absence of the President. The Vice-President will assist the President as necessary.

Section 3. The Secretary will record the minutes of all regular and Board of Directors meetings. The Secretary will assist the President as required.

Section 4. The Treasurer will maintain the financial records of the CIGL, pay approved bills and collect all monies due the CIGL. The Treasurer will assist the President as required.

 

ARTICLE VI -- Board of Directors.

Section 1. A Board of Directors consisting of all past presidents and current elected officers shall govern the CIGL.

Section 2. The Board of Directors, by a majority of the votes cast by the active Board members present, shall have the power to adopt, repeal or modify the Constitution and Standing By-Laws pertaining to matters not expressly specified in but consistent with the provisions of this Constitution.

Section 3. Any part of the Constitution and Standing By-Laws so adopted, repealed or modified shall become effective after a written notice of such adoption, repeal or modifications is given to the Team Captains.

Section 4. Duties of the Board of Directors shall be as follows:

  1. To do whatever is necessary to perpetuate the CIGL
  2. To advise the Team Captains on past or present problems detrimental to the CIGL.
  3. To attend the annual Winter Meeting or Special meeting, which shall be called by, the President and a notice mailed to the members' last known address.
  4. To be eligible to vote, a Board member must attend three functions during the current golf season.

 

 

 

 

 

 

ARTICLE VII -- Appointed Committees

Section 1. Handicap Chairperson serves in the best interest of the league and is responsible solely to the Board of Directors.

Section 2. All handicaps will be computed according to the USGA regulations and the Standing By-Laws of the CIGL.

Section 3. A Golf Rules Committee will consist of three active members.

Section 4. The Rules of Golf given by this Committee on golf decisions shall be final and binding.

Section 5. The Scheduling Chairman will be responsible for scheduling courses for the following year. In addition, during the current year, he will be responsible for weekly play, informing course operators as to cancellation of, or additional starting times or other arrangements and will assist the President as required.

 

ARTICLE VIII -- Fees

 

Section 1. Additions to rosters after opening day may be permitted by a majority vote of Team Captains.

Section 2.

  1. All team fees, player fees and team blind bogey fees must be paid in full by the last captain's meeting before the first league play date. Until all are paid in full:
    1. All members of the team in question will be ineligible for prizes, or points for prizes
    2. The team in question will forfeit any league matches played.
  2. The Team Captains will review refunds of player fees on a case-by-case basis. Final date for any player refunds is July 4th each year.

 

ARTICLE IX -- Amendments to the Constitution

Section 1. Proposed amendments must be submitted to a league officer or Board member, in writing, two weeks prior to the Winter Meeting. All Board members must also be notified of the meeting in writing and said proposed amendments must be enclosed with that notification in order for the proposals to be subject for approval at the Winter Meeting.

ARTICLE 1 – League Organization

Section 1. – Insignia.

The insignia, or emblem, shall be a picture of the Terminal Tower (centered) with a golfer in a completed swing (to the left) and the letters CIGL (intermingled vertically to the right), all to be encircled.

Section 2. – Change in By-laws

Standing by-law changes initiated by the Board of Directors may be altered by a majority vote of Team Captains. Such amendments or alterations must be given in writing to all Team Captains at the next scheduled meeting.

Section 3. – Expenses

Expenses incurred by any officer or committee person on behalf of the CIGL must have the approval of a majority vote present at a regularly scheduled meeting.

Section 4. – Meetings

  1. Regular Captain’s meetings will be held on dates and at a location, throughout the golfing year, as scheduled by the President.
  2. A winter Captain’s meeting shall be held annually on a Saturday, between February 15 and March 15 each year. The President shall set the exact date. A notice of this meeting shall be sent by mail to Team Captains and Board of Directors at their last known address. This meeting is designed for the application and acceptance of new teams and the handling of amendments. No mail or phone in votes will be honored.
  3. An annual Board of Directors meeting shall be held on a Saturday, between February 15 and March 15 each year. The President shall set the exact date. A notice of this meeting shall be sent by mail to all Board of Directors members at their last known address. This meeting is designed for the review of the league’s prior year, continuing strategic plans and discussion and acceptance of new Constitutional amendments. No mail or phone in votes will be honored.
  4. The order of business at all Captains and Board of Directors meetings shall be as follows:
    1. Call meeting to order
    2. Roll call
    3. Read minutes of preceding meeting and any meeting of the Board
    4. Treasurer's report
    5. Communications, if any, are to be read
    6. Committee reports
    7. Unfinished (old) business
    8. New business
    9. Adjournment
  5. The President as necessary may call special meetings of Captains or Board of Directors. A written notice, including a copy of the proposed agenda, shall be mailed to members (Board and Captains) at least 1 week prior to the meeting.

Section 5. – Handicap Chairman Compensation

Handicap chairman will be paid $20 and greens fee for each league event played. League officers are responsible for arrangements to provide complimentary greens fees for the Handicap Chairman.

Section 6. – Website Coordinator

A designated Website Coordinator will be compensated $250.00 per year for his services in maintaining and updating the League Website. One-half of this fee ($125.00) will be paid on or before July 15, and the other one-half ($125.00) shall be paid at the conclusion of the golf season.

 

 

ARTICLE 2 –Team Organization

Section 1. – Fees

  1. Yearly team entrance fee is $175.00.
  2. Yearly player fee is $40.00.

Section 2. – New Player

A new player is defined as

  1. A player is, by definition, a "new player" during his entire first year of competition in the League.
  2. A player is, by definition, a "new player" if he was a member of the League the previous year, or any number of years, until the player completes and records scores in nine (9) CIGL-sanctioned events.
  3. In accordance with Article VIII, Section I of the Constitution, the League President in consultation with the Handicap Chairman, may conditionally approve a new player into the league, subject to ratification by Team Captains at the next Team Captains meeting. Notification of a new player must be given to the President by 6:00 P.M. on Wednesday prior to the Saturday event. Player will forfeit match if not approved by Captains at later meeting.

 

ARTICLE 3 – Handicap

Section 1. – Derivation

Handicaps are derived from the USGA Handicap System.

  1. New player – can submit a handicap in one of 3 ways:
    1. Submit a handicap figure.
    2. Submit a current, established handicap card with 20 scores.
    3. If a former CIGL member, use his old 20 scores if that handicap is not more than two seasons old.
    4. In options "b)" or "c)" the handicap will be calculated by the standard 20 scores process
  2. Active Player – Handicap will be derived using the 20 scores process and updated weekly.
  3. Maximum individual handicap is 30.
  4. Team Captains at the Captain’s Meetings shall present all handicap inquiries.

Section 2. – New Player Handicap Drop

If a new player's handicap index drops 5 or more from his beginning handicap index in a team match, said player will forfeit the low net score match points for that round. The player whose handicap dropped will then use his new handicap index to re-calculate the number of holes won or lost by each player, as well as the over/under. The team winner will be determined by re-adding the adjusted points.

If that round was a match-play tournament event round, player forfeits that match. If that round was played in the 72-hole tournament the player also will forfeit any 72-hole tournament prizes.

The Team Captain or the player in question in the Captain’s absence may submit a protest within 24 hours of Official Notification by the Handicap Chairman. The penalty will be reviewed by a committee of three (League President, Handicap Chairman, and Rules Committee Chairman or other choice of the President), and the committee will determine whether the penalty stands after reviewing all information gathered from the protest of the event played and the player in question.

 

Section 3. – Handicap Adjustments

  1. Slow Play
    1. All four players will have their handicap cut one stroke if start and completion time is not listed.
    2. All four players will have their handicap cut one stroke if the round is not completed within the acceptable time limits listed within the rules.
    3. Repeat violators from previous weeks will have their handicap cut further as deemed appropriate by the handicap chairman.
    4. Regarding foursomes not completing their round in 4:35 or less and finishing more than 20 minutes behind the group ahead:  all players will be assessed at least a one stroke penalty.   Comments may be reviewed by the handicap chairman for rounds not completed in 4:35 or less and finishing between 16-20 minutes behind.   Those should relate primarily to issues involving the last 1-2 holes.   In either situation, comments pinpointing to a specific player as the cause of slow play, additional penalties may be assessed at the discretion of the Handicap Chairman, especially in consideration of player history. 

    Exceptions: President will be the sole arbiter in any appeal and will be ruled on prior to the next event. An appeal must be made in writing, noting the particulars of the situation causing an unfair penalty to the foursome, and must be communicated to the President or another league official the day of the event. An appeal might be related to weather, an extraordinary slow player (assuming the three other players can point to one as being the sole problem in the foursome and efforts were made to speed up play) or other special circumstances.

     

  2. Incomplete round handicap adjustment
    1. When weather or other unforeseen circumstance prevents completion of 1/3 or less of a team match, the following procedure will be used to enable the Handicap Chairman to complete team results and individual handicaps on a pro-rated basis:
    2. Gross Score = gross score of holes played + stroke factor + total par of holes remaining.

      Stroke Factor = strokes over par divided by holes played, times holes remaining

      Rationale: Pro-rating of holes remaining is consistent with the way player had played the first 14 holes (bogey golf). Then projecting that over the remaining holes that could not be completed. Player finishes with a gross score of 88 or 18 over par.

      Example: Course Par Front 9 = 35 and Back 9 = 35

      Player 1 shot 68 through 14 holes

      His final score of 88 = (68 + 4 + 16)

      Stroke factor of 4 = (14 divided by 14) times 4 holes remaining.

    3. For players not completing a round for reasons unsanctioned by the league, par is given on each hole not played, regardless of handicap, to determine their new handicap.
  3. Arbitrary Handicap Adjustments
    1. The Handicap Chairman may bogey out a player and cut the player's captain an additional 1 or 2 strokes for due cause.
    2. A no-show for a match or an open event will have his handicap cut 1 stroke, until the no-show plays one succeeding team match.

 

ARTICLE 4 – Play

Section 1 – Rules

  1. USGA Rules govern play except as follows:
    1. Play of day – Will be determined by a unanimous decision by two representatives, one from each team in the first match, and course management, or starters at Open Events.
    2. Divot relief – An opponent may give relief from a divot in the fairway of the hole being played. This would be treated as ground under repair. Permission from the opponent must first be granted prior to relief. Relief will be in accordance with USGA guidelines.
    3. Embedded Ball – If agreed by opponent that ball is embedded through the green, and ball cannot be found, the dropping of another ball is permitted with no penalty when dropped in an agreed-to area. Through the green, a ball that is embedded in its own pitch-mark in the ground may be lifted, without penalty, cleaned and dropped as near as possible to where it lay but not nearer the hole. The ball when dropped must first strike a part of the course through the green.
    4. Lost Ball – Lost ball as defined by the USGA applies except 3 minutes is allotted for searching for the ball.
    5. Spike Marks – Spike marks on the putting green may be pressed down by use of the player's putter.
    6. "Gimmie" Putts – In team matches only, a direct opponent may concede putts. This does not apply to any open events. In the event that a player lifts his ball before it is conceded or holed out, the player would proceed under the USGA.
    7. If a player hits his ball into a water hazard that offers a drop area as relief, the player may place the ball in the designated drop area. The drop area is treated as fairway.

     

  2. CIGL Rules
    1. Weather – Team matches or open events must be played regardless of weather. A weather delay longer than 60 minutes will automatically result in the cancellation of the round unless the majority of captains vote to continue to wait for a specified period of time.
    2. Tees – All team matches and all open events will be played from the tees at each course that are closest to 6,300 yards, unless by prior vote of a majority of Team Captains a specific set of tees has been determined to be used at a particular course on a particular day. The tee color to be used for that day will be indicated on the board.
    3. Out of bounds – Out of bounds inside the confines of the golf course will be honored.
    4. Local Rules – Local rules on the scorecard are not necessarily observed by the CIGL. Any exceptions will be posted prior to play for that day.
    5. Marshalling – Members of the CIGL are not permitted to accompany or caddie during team match. Marshaling during playoffs shall be the president's decision.
    6. Handicap Difference – For both stroke and match play, the handicap difference to be allowed is 100%, i.e., the full difference in handicap will be applied to the match. Handicaps are to be updated weekly.
    7. Ready Golf – In an effort to speed up play, the following rules apply:
      1. Play when ready; do not wait until you are away.
      2. If behind, do not observe honors on the tee.
      3. Use golf cart wisely (i.e. drop off player/clubs, drive to other ball; park cart between green and next tee).
    8. Slow Play
      1. Slow play will be based solely on total time required to complete 18 holes.
      2. All matches and open events must have a start and completion time recorded for each foursome. Times may be marked on the starting sheet provided, on the scorecard, or on the score sheet.
      3. A round must be completed in:
        1. 4 hours, 35 minutes, or
        2. Within 15 minutes of the CIGL group ahead of them.
      4. Time measurements:
        1. Start time is defined as the time when the first player of a foursome tees off on the first hole.
        2. Completion time is defined as the time when the last player of a foursome holes out on the final hole.

         

        Example:

        Assuming course has no time provisions (not all inclusive):

        Group one plays in 4:20, group two in 4:35 - no penalty

        Group one plays in 4:15, group two in 4:35 - no penalty

        Group one plays in 3:40, group two in 4:35 - no penalty.

        Group one plays in 3:40, group two in 4:36 - penalty.

        Group one plays in 4:35, group two in 4:51 - penalty

        Group one plays in 4:20, group two in 4:36 – penalty

         

      5. At all open events, one player from each finishing group will remain behind to verify the finishing time of the following group.

i) The use of a non-slope indicating range finder is permitted in all CIGL events. However, this prohibits the use of a range finder with a slope indicator option, even if this is turned off or disabled. Information gained from this device can be shared, without penalty, between playing partners and opponents, as the owner of the device so wishes

ARTICLE 5 – Events

Section 1. – General

  1. All team matches and open events will be scheduled for Saturday play. The CIGL makes no provisions for vacations.
  2. Match and stroke play rules are in effect simultaneously. In case of conflict in rules, match play will prevail over stroke play.
  3. Handicap book at the golf course is official. However, mathematical errors detected by the Handicap Chairman can change the results of a match.
  4. Scorecards must be placed in the envelope provided.
  5. Team play is based on the handicap system - 100% for match play and 100% for stroke play.
  6. In the event of a dispute at the course, captains will sign score sheet after documenting the dispute on the score sheet noting all pertinent information, and notify a league officer of the dispute as soon as possible, preferably the day of play. Disputes will be considered at the next Captain's Meeting. Consideration should be given to course operators regarding local rules on items such as out-of-bounds boundaries, water hazard boundaries, etc.
  7. Won/Loss record to determine team standings. Ties in team matches will count as 1/2 win and 1/2 loss. Total points decide tiebreakers.
  8. A new player must compete in 6 sanctioned events in the current season in order to qualify for the playoffs and the CIGL Cup. An existing player must play in 3 events in the current season to qualify for the playoffs and the CIGL Cup. An exception may be granted for a player who has experienced extenuating circumstances, however. To qualify for this consideration, a player must appeal to a committee, consisting of the President, Vice President and the Handicap Chairman, to determine the merits of his reinstatement. The decision of this committee is final.
  9. A "sanctioned" event is one in which the CIGL:
    1. Administrates
    2. Takes, and accepts, tee times for individual players
    3. Prepares handicap sheets for

 

Section 2. – Match Play

  1. For a team match, a team shall consist of 6 players.
  2. New members of the CIGL must compete once in the first 4 team matches, of their initial year, to be eligible to play in any future team matches. They may still play in open events, however.
  3. Team line-ups must be submitted in writing 15 minutes before the scheduled time of the match. Infractions to this rule must be noted on the score sheet and the following penalty to the offending team will be enforced:
    1. 1st occurrence - warning to offending team.
    2. 2nd occurrence - deduct 6 points from team total for that day's match.
    3. 3rd occurrence - deduct 12 points from team total.
    4. 4th occurrence - deduct 18 points from team total.
    5. 5th occurrence - refer to Rules Committee.

    No change in line-ups will be permitted after names are entered on the score sheets unless entered incorrectly.

  4. The team members with the lowest handicap must play in the number 1 position. The other players will follow in numerical order by handicap. 6 players must be entered, absent players forfeit 26 points, net of the over/under of opponent.
  5. Optional grouping may be used to speed up play or for cart purposes if both Team Captains are in agreement.
  6. Team Captains Responsibilities:
    1. Each player's true handicap properly entered on the score sheet.
    2. Players listed in correct handicap order.
    3. The mathematical computation of score sheet.
    4. Description of any protest or rules issues should be entered. Score sheet to be signed by Captain.
    5. All actions of a Team Captain at the course are final and binding.
    6. Post players' hole-by-hole scores in team handicap sheets.
  7. A player and his opponent’s information (full name, team affiliation, handicap, scores, signature and date) must appear on the scorecard turned in.
  8. If a player fails to complete an entire round, the following applies:
    1. Loss of 8 low net points.
    2. Will play for individual holes won or lost.
    3. For over/under calculations, the players score will be determined to be a score of double bogey on each hole not played (0-15 hdcp), or a score of triple bogey on each hole not played (16-30 hdcp), plus all strokes taken on hole prior picking up.
    4. A player is deemed to be late when all players in his designated group have teed off.
    5. In match play, match is forfeited.
  9. If player A has no opponent he automatically wins 26 points, plus or minus his daily average points and he must play 18 holes.
  10. Scoring for Team Matches are as follows:
    1. 1 point for each hole won.
    2. 1/2 point for each hole halved.
    3. 8 points for low net.
    4. 4 points for low net halved.
    5. Subtract from total points 1/2 point for each stroke that net score is over the course rating.
    6. Add to total points 1 point for each stroke that a player's score is under the course rating.
    7. A team forfeit is determined when 3 or less players are present. Team point totals are then as follows:
      1. The winning team will be limited up to a maximum total of 108 points.
      2. The forfeiting team will get credit for all points earned by the represented players.

Section 3. – Open Events

  1. A forfeiture fee of $15.00 will be assessed any team when less than four players participate in either team matches or open events, unless illness occurs after teeing off. After second forfeiture, the team must pay forfeiture fee and obtain approval of the majority of Team Captains for reinstatement.
  2. There shall be an entrance fee to all open event participants to defray expenses.
  3. If a player has signed up for an open event and has not cancelled by 5:00 on the Thursday prior to the event, that player will be considered a no-show, if he is not at the course on Saturday, and subject to handicap penalties.
  4. Blind bogey for open events will be $3.00 per person to help cover food, drink and administrative costs of the league.

 

Section 4. – Playoffs

  1. The teams with the 8 best won-loss records will qualify for the playoffs. Total points decides tiebreaker. (If teams have same total points, head-to-head record will be next determinant, thence total points in head-to-head matches and, if necessary, total points against non-knockdown opponents.)
  2. Pairings for playoffs: 1 vs. 8, 4 vs. 5, 2 vs. 7, 3 vs. 6.
  3. Team prize money will be distributed as follows:
    1. Playoff champion = $500; Rotating team trophy; Team plaque; Individual plaques for players.
    2. 2nd place = $250
    3. 3rd place = $125
    4. 4th place = $125
    5. First place in the regular season (best won-loss record) = $250.
    6. Ties in team playoffs will be decided by adding and comparing only points won for the match play portion of the 18-hole playoff. Team with the most match play points is the winner. If this does not produce a winner, the 6 players from each team will play in a sudden-win, match play, hole-by-hole playoff. Handicap strokes will be given the same as the first 18 holes. Playoff will start on the first tee.
  4. An officer is to be present at all playoffs in the event a decision must be rendered concerning inclement weather.

Section 5. – Tournaments

  1. All individual tournaments will be played by class as follows: AA, A, B and C. Classes are calculated on an annual basis.
  2. The open play dates for individual or team tournaments will be played during the current season in addition to scheduled matches.
  3. Team qualifier (Season's First Open Event)
    1. Low Net Team Tournament - use the 6 low net scores from the same team.
    2. Plaque - Ed Knuth and Ed Russell, Founders, 1934.
  4. Founders Award - Individual Tournament
    1. Average Low Gross (Year) - Plaque - Ed Knuth, Co-Founder 1934. (Minimum of 9 rounds required during the regular season)
    2. Average Low Net (Year) - Plaque - Ed Russell, Co-Founder 1934. (Minimum of 9 rounds required during the regular season)
  5. President’s Day - Individual Tournament
    1. Low Gross - Plaque with inscription of all past presidents.
    2. Low Net - Plaque with inscription of all past presidents.
    3. Low Net of current and past presidents - Plaque with inscription of all past presidents.
  6. 72-Hole Tournament by Class
    1. In each class of AA, A, B and C - Low Gross and Low Net. A player cannot win both Low Gross and Low Net. In the event that he would be eligible for both he will be awarded Low Gross. The Low Net would then be awarded to the second place Low Net player.
    2. 5 play dates will be available for this event. Play in any 4 of the 5 to be eligible to win the tournament the best 4 scores of the 5 rounds played will be taken. Round 1 will also be the Match Play qualifier.
    3. Ties will be decided by reverse scorecard progression at the last common round between players. Plaque to be awarded to low gross and low net of the entire league. Prize money to be awarded will be the total amount collected from the participants, by Class, rounded up, equal amount to Low Gross and Low Net winner. (If 10 Class A players enter at $6 apiece, the "pot" for Class A is $60, Low Net and Low Gross each awarded $30).
  7. 36-Hole Tournament by Class
    1. In each class of AA, A, B and C - Low Gross and Low Net. A player cannot win both Low Gross and Low Net. In the event that he would be eligible for both he will be awarded Low Gross. The Low Net would then be awarded to the second place Low Net player.
    2. 3 play dates will be available for this event starting at the 3rd open event of the year. Play in any 2 of the 3 to be eligible to win the tournament. The best 2 scores of the 3 rounds played will be taken.
    3. Ties will be decided by reverse scorecard progression at the last common round between players. Prize money to be awarded will be the total amount collected from participants, by Class, rounded up, equal amount to Low Gross and Low Net winner. (If 10 Class A players enter at $5 apiece, the "pot" for Class A is $50, Low Net and Low Gross each awarded $25).
  8. Match Play Tournament
    1. Qualify the 31 low net scores from the first open event, plus the previous year's Match Play Champion. The previous year’s Match Play Champion must at least play to qualify.
    2. Consolation Flight. Qualify the next 32 low net scores from the first open event.
    3. Ties in qualifier will be decided by reverse scorecard progression.
    4. Any Match Play make-ups must be done before the actual date of the open event the match was scheduled for originally.
    5. Prize money to be awarded will be the total amount collected from the participants, in the following percentages, rounded up to the nearest dollar:

    Championship Bracket – 1st Place – 33 1/3%

    2nd Place – 16 2/3%

    3rd & 4th Place - 16 2/3% (8 1/3% each)

    Consolation Bracket – 1st Place – 16 2/3 %

    2nd Place – 8 1/3 %

    3rd & 4th Place – 8 1/3% (4 1/6% each)

    Rotating Trophy will go to the winner for one year and then a replica thereafter.

  9. CIGL Cup
    1. Point Distribution:
      1. Each week, the top 10 (low net scores) players will receive points as follows:
      2. Match Play Event # 1 low net score =10 points

        # 2 low net score = 9 points

        # 3 low net score = 8 points……….

        #10 low nets core = 1 point

        Open Play Event # 1 low net score =20 points

        # 2 low net score =18 points

        # 3 low net score =16 points………..

        #10 low net score = 2 points

      3. In the event of a tie, the player will receive the number of points for the position which the player tied for. For example, if 3 players tie for the low net score in a match event, each will receive 10 points. The next amount of points to be distributed would be for 4th place, or 7 points.
      4. At the conclusion of the regular season, the top forty point earners, including ties, will qualify for the CIGL Cup, played on the day of the CIGL Team Championship.
      5. In addition to the above qualification, players may also qualify for the CIGL Cup based on any of the following criteria. However, for each player that qualifies in two or more ways, that same amount of players will also qualify via "Cup" points. For example, if 4 players who are participating in the Team Championship also qualify for the CIGL Cup by points earning during the regular season, the top 44 point earners would be invited to play in the CIGL Cup.
    2. Qualifiers:
      1. Low gross score and low net score overall each week of play prior to the playoffs.
      2. 12 players participating in the team championship that day.
      3. Low net and low gross champions by class of the 72-hole Tournament.
      4. Match play finalists.
      5. Prior year low gross and low net winners of the CIGL Cup, ties included.
  1. Event
      1. The top for Low Gross and Low Net players will receive a prize to be determined.
      2. The Low Net player will also receive the CIGL Cup, a trophy that will rotate to each champion every year.
      3. If same player shoots the Low Gross and Low Net score, he will receive the Low Net award and the Low Gross award will go to the second place Low Gross score.
      4. Reverse scorecard progression will settle ties.
      5. All putts are to be putted out for this event (i.e. No "gimmies").

Section 6. – Awards, Recognition, Prizes

  1. Most Improved Golfer Award – awarded to the player who has improved the most from the start of the year through the end of the regular season using the USGA formula for calculation. To qualify, a player must be an established member of the league, have played at least 20 rounds of golf in the CIGL and have played at least 9 events in the current CIGL season. A plaque will be awarded to the most improved golfer to commemorate this achievement with the inscription; "These gentlemen are to be forever remembered for their outstanding and unselfish contributions to the Cleveland Industrial Golf League. Ken Graves, Dick Powell, Zan Zarnecki, Ted Woods, Bill Hannon and Dick Sebesta."
  2. Hole-in-One Club – A prize pool consisting of the amount equivalent to $150 available to anyone who records a hole-in-one during the season. If multiple winners, the pool will be split equally with no carryover of the fund into the next year.
  3. Points – Points will be awarded during the regular season:
    1. Open events
      1. Pin shots (by class) – 1 point
      2. Long drive (by class) – 1 point
      3. Overall low net scores (including ties) – 3 points
      4. Low gross by class – 1 point
      5. Low net by class (Second place and ties in class of "Overall low net scores" will be elevated to first. If Overall low net for the day is tied from the same class, there will be no other winner in that class) – 1 point
      6. Eagles – 1 point
    2. Matches
      1. Overall low net scores (including ties) – 2 points
      2. Low gross by class – 1 point
      3. Low net by class (Second place and ties in class of "Overall low net scores" will be elevated to first. If Overall low net for the day is tied from the same class, there will be no other winner in that class) – 1 point
      4. Eagles – 1 point
    3. Overall low net winners are not eligible for the "low net (by class)" points
    4. If a player puts his name on the wrong marker at an open event, he will be ineligible for those points.
    5. Money will be awarded for each point at the end of the year with the amount for each point being at the discretion of the President.
  4. Prizes and awards shall be at the discretion of the President with approval of majority of remaining officers.
